My new e-zine: Cold emulsifiers

I've just released my newest e-zine, Using cold emulsifiers: Aristoflex AVC, Emulthix, and Sucragel AOF.

Hello. I have been googling and googling but cant seem to find the answer. I have a preservative with INCI: phenoxyethanol, methyl paraben, ethylparaben and propylparaben. Can this be used as a preservative in a serum which contains no oil?
